Manchester United manager Sir Alex Ferguson is thought to be disappointed at potentially missing out on transfer target Lucas Moura, especially having failed to land Eden Hazard earlier in the summer.

The 19-year-old Brazilian winger was destined for Old Trafford until a late $40 million bid from Paris Saint-Germain will see him move to the French capital according to ESPN sources.

"The Lucas Moura deal with PSG looks to be done at $40 million, and Manchester United thought they had got Hazard but he ended up going to Chelsea," said the ESPN source on Wednesday. "Sir Alex is not happy with losing out on two of his top transfer targets this summer, not happy at all."

Ferguson has already alleged that the agent fees for the Hazard deal were worth £6 million, which clearly prohibited securing the Belgian winger. It has been suggested that Lucas Moura was told by former Manchester City man Robinho the area is boring to live in, something which has angered Ferguson.

The United boss also has his eyes on Robin van Persie, and might now make an even bigger effort to lure him from Arsenal, although he would have to bid close to £25 million to land the Dutchman with Arsene Wenger determined to keep his striker.

United might find it tough to fork out such a fee for the injury-prone 29-year-old striker, especially as his price will quickly depreciate.

So far it's proving to be a frustrating transfer window for Ferguson, who was hoping to use it as a platform to challenge Manchester City and Chelsea, but thus far has only obtained Shinji Kagawa from Borussia Dortmund and Crewe prodigy Nick Powell.ashutomcool@yahoo.com

After Nigeria witnessed its first suicide bomb attack on June 16, 2011, the country has witnessed many more similar attacks from the Jama’atu Ahl Sunnati Lil Da’awatil Wal Jihad also referred to as the Boko Haram sect. Incidentally, arrests, detention and even the killing of those believed to be the top men in the organisation has not stopped the group’s operation, neither has it reduced the terror unleashed on the country by members of the group, thus giving an indication that the group has a well organised structure and it plans its activities with near precision. The fact that the group operates in a cell structure makes it even more difficult to either trace their members or track them down. It is believed that the leader, Abubakar Shekau commands the regional leaders who in turn command leaders spread across more than 20 cell groups scattered in various parts of the country.
Investigations into the internal workings of the Boko Haram sect revealed that the group had trained a number of people in Somalia, while some are bomb making experts; some were trained extensively in the use of assault rifles for different operations. Some of the rugged training they went through included firing with precision while on the move, including operating from vehicles and motorcycles.
The group also recruited at least 109 non-Nigerians, especially from Somalia specifically for suicide missions.
Those who had thought suicide bombing was impossible in Nigeria were stunned when the Louis Edet House, headquarters of the Nigerian Police came under attack. Checks revealed that the bomber was 35-year-old Mohammed Manga, whose parents hailed from Adamawa State. Manga who was fondly referred to as “Alhaji Manga” was born in Maiduguri and it was there that he embraced the teachings of Malam Mohammed Yusuf, the leader of the Boko Haram sect who was killed by policemen in 2009.
The leadership of the Boko Haram sect revealed that Manga who started as a commercial driver later became a trader and was buying goods from Cotonou. It was also stated that at a later time, he started buying his goods from Dubai. Before Manga went on his suicide mission, he had left his wife and five children with the sum of N 4 million. There is however the belief that Manga had suffered business failure before he opted for the suicide mission. Under normal conditions, no businessman whose trade is booming would choose to die.
Street Journal’s investigations also revealed that suicide bombing seems to have become a lucrative trade. The sect boasts of hundreds of suicide bombers eagerly waiting for their turn to embark on the journey of no return and it was found out that apart from the notion that they would be rewarded with a place in paradise for their acts; each suicide bomber gets amounts running into millions of Naira. The money is paid to the bomber a few days before the mission and investigations have revealed that the money is meant for the family of such bombers. With the money, it is believed that the family of the bomber would start a new beginning after the exit of their breadwinner.
Meanwhile, to ensure that the wives and children left behind by suicide bombers are well taken care of, Street Journal gathered that they are encouraged to marry other members of the sect.
It was also found out that the prospective bombers are placed under close watch to prevent defection. Most of them are accompanied almost to the point where the explosives would be detonated. At times, the person(s) accompanying the bomber would be saddled with the responsibility of taking photographs or even getting first hand video recordings of the bombing which would end up being used in the sect leader’s speech whenever the group would claim responsibility.
Findings have revealed that the amount paid to suicide bombers went up with the success of the Louis Edet building operation. It was gathered that the funds paid to the bomber of the United Nations building was in the region of N 10 million.

While security agencies have been trying to unravel the mystery behind the funding of the terrorist group, Street Journal found out that the groups arms build up was first financed through the few rich members of the group.  The group also got support from politicians, some of who owed them some sort of gratitude for help rendered before, during and after the 2007 elections.  The group also made money from extortion as some Governors had to pay the sect to prevent attacks on their states.
While monetary support comes from within the country, other forms of support are received from affiliate groups. For instance, members of the group received and still receive training from Al-Quaeda in the Islamic Maghreb and the Al Shabaab group while membership of Boko Haram now includes immigrants from Chad and Niger Republic.

When the sect however officially became outlawed after the death of its leader in 2009 and it became clear that some of those who bankrolled the group’s activities would no longer do so, looking for other sources became inevitable.

Investigations revealed that over the past one year, some of the bank robberies in the northern part of the country could be traced to the sect. In one of such robberies, the well armed gunmen broke into the vault of a bank using explosives and after the operation; they took time to share some of the loot with those in the town.
Apparently unknown to Nigeria’s security forces, that has been the sect’s main source of funds.
It has also been observed that bank raids in any part of the North are usually followed by a suicide bombing. The bombing usually occurs a week or sometimes less after the robbery. For instance, on Friday 30th March 2012, a branch of the United Bank for Africa (UBA) in Askira, in Borno State was robbed. Nine days later, precisely 8th April, the Easter celebration turned bloody in Kaduna as a suicide bomber struck at the ECWA Church killing people who had gone to church for the early morning resurrection day service.
Three was another bank robbery in Ankpa, Kogi State on April 25, 2012. The following day, a suicide bomber drove into the gates of This Day Newspapers in Abuja blowing himself and a number of other people. Four days later, the convoy of the Taraba State Commissioner of Police was targeted by suicide bombers on a motorcycle. There was also bank robbery around the time the Police Headquarters was bombed.
In the last one week, Gombe State witnessed two suicide bombings, the Emir of Fika, Alhaji Mohammed Abali Ibn Idrissa escaped a suicide bomb attack in the Potiskum Central mosque. The police orderly who prevented the bomber from reaching him however died in the attack. Two days later, the police headquarters in Damaturu was hit.
Before the two attacks however, a robbery had occurred around 5.40 pm on Wednesday, 1st August, two days before the attempt on the Emir’s life. Four soldiers, one policeman and the Accountant of the Local Government were killed as armed men shot at the vehicle conveying the salaries of workers of the Gulani Local Government Area of the state. Checks revealed that the wages of the workers in the Local Government amounts to N 35 million every month.
While it is believed that one of the ways of curbing the operations of the terrorist group is to block their access to funds, findings have shown that in 2011 alone, about 100 banks were robbed in Nigeria. Not less than 30 of those robberies were carried out by suspected Boko Haram members.

Fiery Lagos-based General Overseer of the Latter Rain Assembly, Pastor Tunde Bakare, has declared that he would not relent in the struggle to ensure that the administration of President Goodluck Jonathan become accountable and sensitive to the people of the country.

Pastor Bakare, who spoke on Sunday following his invitation by the State Security Service (SSS) days ago, also denied that he was arrested by the security officials, but that instead, it was an opportunity for the security officials to appeal that he should tone down his preaching and statements about President Jonathan.
He said he would never tone down his preaching or succumb to pressures until the President became aware that he was representing the people of his country.
“We have been lied to as a nation and there is no sincerity in this government’s words or actions.
“Can you imagine that, as the nation is burning, Dame Patience, the First Lady, is busy pursuing and obtaining the status of an absentee Permanent Secretary?
“Does this make any intelligent sense except to political morons and imbeciles?”
He also expressed his pessimism about any satisfactory outcome concerning the current arraignment of the alleged oil subsidy suspects.
According to him, “concerning all the window dressing, the shenanigans and the charade going on in respect of the subsidy thieves, it is my considered opinion that the efforts of this government cannot deliver justice, neither are they meant to.”
Concerning his encounter with the SSS, he said he was supposed to travel out of the country after his press conference, but decided to stay back so that people would not think he had absconded especially since he was not around previously when an earlier invitation from the SSS came.
“I therefore stayed put, and, true to type, they showed up at my house in the pursuit of their legitimate duties the following day, Monday, the 23 July, 2012, at about noon.
“I would have ignored the whole episode and moved on to other things today but for the need to clarify some issues and to share the vital lessons we can glean from the SSS episode as well as other matters that cropped up following my visit to the State Security Service department. Let me deal with the lessons first,” he said, in a statement he titled: ‘How To Change Government Peacefully: Social Mobility Is No Longer Frozen In Nigeria.’
Pastor Bakare, who said he was treated with utmost civility by the men of the SSS in Shangisha area of Lagos, added that he did not stay there for eight hours as reported by some media houses but that he only spent one hour between 3.10 pm and 4.10 pm.
“The State Director himself had earlier visited me here at The Latter Rain Assembly in November 2011, making the same request that I tone down my message where politics is concerned, especially with regard to the person of President Goodluck Jonathan.
“I gave the State Director a signed copy of Sunday’s lecture and promised to send him past publications and documents from the SNG office,” he said adding that he would continue to pray for the SSS officials as they continue with their legitimate duties.
Pastor Bakare, who quoted copiously from the Bible to back his message, used the opportunity to warn those he referred to as agents of the state within the church who are influenced by the crumbs they get to desist from such.

Iran will continue to back the Syrian government, which acts as a pillar of an Iran-led regional alliance, a high-level Iranian diplomat has told President Bashar al-Assad in Damascus.

Saeed Jalili, a senior aide to Iran's supreme leader Ayatollah Ali Khamenei, said in the meeting with Assad on Tuesday that what was happening in Syria was "not an internal issue".

It is "a conflict between the axis of resistance on one hand, and the regional and global enemies of this axis on the other", Jalili said.

The remarks came amid continued clashes between Syrian government troops and rebels in the country's commercial capital, Aleppo. Assad, for his part, pledged to to crush the 17-month rebellion against him and to cleanse the country of "terrorists".

"The Syrian people and their government are determined to purge the country of terrorists and to fight the terrorists without respite," he was quoted by state news agency SANA as telling Jalili.

Iran, which has voiced growing criticism of support by the US, Turkey, Saudi Arabia and Qatar for the rebels, also sent Ali Akbar Salehi, its foreign minister, to Ankara and a letter to Washington holding them responsible for the fate of 48 kidnapped Iranians.

The dreaded Islamic group, carried out attacks in Damaturu, killings in Maiduguri, as well as the attack on Gombe, causing the death of innocent Nigerians.
A statement by Abul Qaqa, spokesman of the Boko Haram, read: “All gratitude goes to the Almighty Allah. On Saturday around 6pm, the warriors of Almighty Allah were on a mission but were attacked by a detachment of JTF operatives at Kaleri area of Maiduguri. As our lord pleases, our warriors succeeded in sending many of them to their graves.
“Similarly, we succeeded in killing six soldiers during an encounter with them in Gombe town.
“Again, we triumphed in Damaturu today (Sunday), around 12 noon when JTF operatives attempted to stop one of our warriors in his bomb laden vehicle at a checkpoint. After realizing their intention, he did not waste time in crashing into them,” the statement said

It has been a challenging period for operators of eateries, popularly called fast food restaurants as well as relaxation spots in some parts of Lagos State, Southwest Nigeria, as they now witness poor patronage sales since the fasting period began over two weeks ago.
The Ramadan is the holy period for Muslims and it is considered a period to get close to God and abstain from sinful lifestyle.
A visit to some of the eateries and markets in Lagos  at the weekend showed that there has been a drop in patronage as some traders complained that they no longer make profit as they used to make daily.
Brothels are not left out of the patronage drought. P.M.NEWS learnt that some of the sex workers in the brothel explained that the situation had become bad as customers now take advantage of the Ramadan period to slash the usual price for their service.
When P.M. NEWS visited a hotel, which parades pretty ladies, Faith and some of her colleagues, wearing skimpy and see-through clothes, manned the entrance to the hotel for hours trying their luck.
“It’s been like this since the Ramadan started. Some of my colleagues do not even get customers again and it is worse for those who are not attractive,” Faith said.
“Before the Ramadan, I could boast of at least four male customers per night, but now, you are just the first person since yesterday,” she told our reporter, adding that she could consider N2,000 as against the normal N5,000 to N8,000 she collects per round of sex depending on the status of the customer.
At Ipodo and Alausa areas of Ikeja which have some brothels, P.M. NEWS also learnt that the prostitutes have reduced the price for sex to between N500 and N700 per round.
Ruth, one of the commercial sex workers in Ipodo said the amount charged at this period season is not constant.
“In three days, I have made only N4,000 and I must feed, buy clothes, look good and pay my rent. How do I cope if I don’t reduce the fee?
“Like yesterday, out of the four customers I had, only one could even pay N700. One of them gave me N250 and I collect am because of another day,” she explained further.
Close to Allen Avenue Junction, and behind a popular hotel on Obafemi Awolowo Way, Ikeja, commercial sex workers were seen on Saturday night idling away while exposing parts of their bodies.
At the two brothels located behind the Iyana-Ipaja market, though customers were seen around, the sex workers still complained that the patronage had dwindled and that most of the customers visiting the brothels were only taking advantage of the current situation.
“Many of them don’t have enough money to take us in. They know we would accept them when we don’t find any customer with better money,” Christy, a sex worker told P.M. NEWS. At a hotel located around Animashaun Street in Ejigbo, a suburb of Lagos, the situation was the same as the place witnessed low turn-out of customers when P.M.NEWS correspondent visited.
One of the sales boys explained that even the sale of alcoholic drinks had reduced drastically since the fasting period began.
While business activities were very low for prostitutes at another hotel located on Kunisfa Street, Gbagada, it was not the same at the one on Olowojeunjeje Street, where young girls converge for ‘business’ in Ajegunle, as customers were frequent owing to the regular low fee charge for sex which had always remained from N300 to N500.
“I sure say you know say no be only those wey dey fast dey this place. In fact, na non-natives plenty pass and me too na from Warri. So the business still dey go on fine whether fasting or no fasting,” Rita told our reporter.

A middle-aged woman, Mrs. Chinwe Amoloku, on Sunday gave birth to a baby in a latrine at Umusan Ogbe, Kwale, Delta State.
Amoloku, who it was learnt, had no inkling that she was due for delivery, had visited the convenience in the evening when she gave birth without the help of a birth attendant.
In the process, the baby reportedly fell into the latrine.
She was said to have raised the alarm which attracted neighbours who rescued the baby.
“ We used a stick to push the baby into a rubber bucket tied with a rope in order to drag it out of the pit,” an eyewitness, Sunday Uzor, said.
It was learnt that the woman and her baby were later taken to a traditional birth attendant and a nurse.
Uzor said, “The woman said she was pressed and went to the toilet but when she pressed, the baby came out and fell into the latrine, while the placenta slipped into her stomach.”

Torrential rains in the Philippines have forced nearly 20,000 people into makeshift camps closing schools, offices and the stock exchange.
Residents in eastern Manila, the capital, were evacuated on boats after authorities put nine provinces on alert due to severe flooding, with water rising heavily in some areas. Flood waters reached up to two metres, shutting down entire city blocks on Tuesday. At least 51 people have died in week-long rains throughout the Philippines from Typhoon Saola.
President Benigno Aquino said the government was doing everything it could to help. "Everybody who is supposed to do something is doing what he is supposed to do," he told reporters after meeting with civil defence officials.
Residents of low-lying slums fled the huge shantytowns, lining Manila's rivers and sewers for the safety of schools, gymnasiums and government buildings as the downpour generated by seasonal monsoons struck overnight.
The civil defence office said that while about 20,000 people fled to evacuation centres overnight, many more sought refuge in relatives' homes.
Power was turned off in some parts of the capital as a precautionary measure as the waters seeped into electrical facilities, the city's power distributor said.
Police said a landslide in the capital, caused by half a month's worth of rain falling on the capital in the past 24 hours, left a man dead and six others missing.
Rescue efforts are now underway to help stranded residents. "The rain softened the soil and four houses were buried," Maribel Mendoza of the local public safety office told the AFP news agency.
Bad weather from seasonal southwest monsoons has pounded Manila and nearby areas for over a week since Typhoon Saola brushed past the country's north.
Government weather forecaster Bernie de Leon said that in the 24 hours to Tuesday morning, 323 millimetres of rain fell on the capital, compared to an average monthly rainfall of 504 millimetres for August.

About 40 of 2,000 elderly persons shortlisted to benefit from the N10,000 monthly allowance package of the Osun State government died while waiting the inauguration of the scheme. 

This was disclosed by the consultant that was engaged by the state government for the scheme, Professor Kunle Ogunbameru of the Department of Geriatrics from the Obafemi Awolowo University Ile Ife. Ogunbameru said the scheme was supposed to have been inaugurated on the 1st of January this year, but that it was shelved due to the announcement of the removal of fuel subsidy by the Federal Government, and the strike that followed.
The remaining 1,602 were brought to the venue of the inauguration of the scheme yesterday where the state governor, Alhaji Rauf Aregbesola, assured them of adequate care.
Aregbesola said his administration is aware of the fact that most elderly people in the state are either suffering due to lack of food or ravaged with preventable diseases. He stated that the programme was established based on the fact that the aged constitutes the third leg of the vulnerable group in the society, with the others being children and women.

This happened on Saturday at Mabuchi for those of you who are familiar with Abuja. The taxi was moving along and someone inside"the victim" seemed to be in apprehension and panic. Passers-by noticed and gave the taxi a hot chase till it stopped. The victim explained his ordeal that when he entered the taxi, the men inside demanded for his phone and the bag he was carrying.








The suspects refused to come out of the vehicle so the angry mob broke the windshield.

The kidnappers were later dragged out of the vehicle and were seriously beaten to pulp. One of them died in the course of the attack. Then an SSS Agent came and decided to handle the matter by taking the suspects into custody. He handcuffed the two that were alive but while he was calling for backup, the unthinkable happened, some sections of the crowd liaised with themselves and suddenly rushed forward, pushing the suspects from the fly-over bridge in other to finish them off like their dead colleague.

But to the surprise of everyone, these men did not die after falling with a mighty thud on the ground.  They only sustained various degrees of injuries





The mob were not finished with them just yet. They started hitting them with sticks and throwing stones on them but still, these men were just still breathing

The Police in Plateau State have arrested 102 underage girls believed to be prostitutes in Jos. The state’s Commissioner of Police Mr Emmanuel Ayeni, made this clear to reporters on Monday during the command’s monthly news conference in Jos. He said that the arrest followed a security tip-off that made security men to raiding the hotels.
According to him, “The girls are aged between 12 and 16 years and they were arrested dancing naked at Pleasure Inn at Shendam Street and Mandela Hotel at Rwang Pam Street… The suspects were interrogated and, on request, handed over to the PlateauState Ministry of Social Development for rehabilitation,’’ he said.
The commissioner also said that officers and men of the command had carried out extensive raids on criminal hideouts in Josand Bukuru, where 109 suspects were rounded up and arrested: “In the last one month, a total of 13 cars and 11 motorcycles were recovered at different locations and some of them have been released to the owners… Property valued at N11 million were also recovered,’’ he added.
This development is coming against the background of a statement linked to the state governor wherein he was quoted to have said that God is angry with the people of the state and that is why so much evil has been befalling the state recently. One wonders how people are still able to perpetrate these heinous acts despite the civil unrest in the state.

Tragedy struck at 8, Amosu Street, Ijegun, Lagos, on Sunday as a woman identified simply as Iya Anu, allegedly beat her foster son, Seubow, to death for allegedly stealing N50.

It was learnt that Iya Anu, a mother of four, usually inflicted injuries on Seubow, her husband’s nephew and her children whenever they erred.

Trouble started when 16-year-old Seubow misplaced a N1, 000 note given to him for an errand on Saturday.

The development, it was learnt, irked Iya Anu who starved the teenager throughout Saturday. When Seubow could no longer bear the hunger, he sneaked out of the house at night to buy Gala.

When Iya Anu knew about it, our correspondent learnt that she became furious, accused him of stealing her N50 and gave the teenager the beating of his life.

A neighbour who identified herself simply as Balikis said the accused must have used a hot object to batter the boy as his body was full of burns.

She said, “Iya Anu began to beat him on Saturday night. The beating continued till about 9am on Sunday when her husband and the other children had left for church.

“She battered him till he gave up the ghost about noon.  When she realised that the boy had lost consciousness, she cried for help but it was already late.  At a point, she wanted to run away but she was promptly rounded up.” 

Another resident, Modinatu, said Iya Anu, had in June battered the boy resulting in her being invited to the Isheri-Oshun Police Division for questioning.

She said, “Seubow joined them in December 2011 and this woman has made life so unbearable for him just the way she does to her children too. In June, the boy was battered to the extent that she was quizzed by the police.

“Also, she has in the name of discipline used a knife to injure her first daughter, Anu, on her shoulders over issues bordering on misdemeanour.

 “She is so violent that she even fights neighbours with objects at the slightest provocation. She was sent packing from her former place of residence on Jimoh Aigbe Street, which is just some few streets away from here when she injured her landlady with a knife.”

Corroborating Modinatu’s claims, Alexander Akinnurun, the Proprietor of Alex Group of Schools, Ijegun, the school Seubow attended before his death, described her as a troublemaker.

 He said, “She has been perpetrating those acts for quite some time now and reports of her heinous deeds abound. In June, Seubow who happened to be one of my pupils came to school with a disfigured face and wounds on his body.

 “I was so moved by this that I reported the incident to the police. I don’t know how far the police went with the matter but I never expected that such an ugly incident would still repeat itself.”

When our correspondent visited the area on Monday, it was learnt that she had been arrested by the police.

It was also learnt Iya Anu was a serial divorcee and is at present with her third husband.

When contacted on the phone, the Police Public Relations Officer in the state, Ngozi Braide, said she could not reach the Divisional Police Officer of Isheri Oshun.

 “I can’t independently confirm the incident for now as the phone number of the DPO of the station is not available. I will get back to you as soon as I get through to him,” she said.

Nigeria’s landmark energy bill could revive Africa’s biggest oil industry and improve President Goodluck Jonathan’s reputation, but rebellious lawmakers will seriously test his resolve to push it through in its present form.
The Petroleum Industry Bill (PIB) would bring root and branch reform to an industry that produces 80 percent of government revenues but has been plagued by corruption and mismanagement for decades.
The bill has been stuck in parliament for more than five years, casting a cloud of regulatory uncertainty over the sector and driving billions of dollars of investment away to rival oil producing nations. If the uncertainty is left unresolved, oil revenues could soon start falling.
The wide-ranging bill would change working terms for oil majors like Shell and Exxon and partly privatise the national oil firm, but has been held up as government and oil firms argued over terms.
Nigeria is among the world’s top ten oil exporters and a key supplier to the United States, China and Europe because its light, sweet crude is ideal for making motor fuel. It is home to the world’s seventh-largest gas reserves and has more proven oil in the ground than the rest of sub-Saharan Africa combined.
If Jonathan can pass the bill, it could help restore a presidency battered by an Islamist insurgency in the north, an abortive attempt to remove a popular fuel subsidy and a raft of corruption scandals, since he won an election last year.
“As a president who came to power with a landmark reform agenda, the passage and implementation of the PIB will provide a key gauge of Jonathan’s performance in office,” said Roddy Barclay, West Africa analyst at Control Risks, a consultancy.
“Having suffered numerous damaging public setbacks in recent months, making headway on this key piece of legislation would go some way to restoring his international standing.”

REBELLIOUS PARLIAMENT

Jonathan’s explicit endorsement of the bill gives it a better chance of passing than previous versions, but his increasingly tense relationship with parliament means he is likely to have to concede ground or face embarrassing delays.
Parliament returns from recess to debate the PIB in mid-September but several lawmakers have told Reuters that the PIB won’t get an easy ride and they intend on making major changes.
“We will not be subjected to pressure to pass the PIB. It will not get a speedy passage but a thorough passage,” Zakari Mohammed, spokesman for the lower house, told Reuters.
Jonathan’s team had made it clear they are expecting a swift passage of a draft he has signed off on.
The president and his close ally Oil Minister Diezani Alison-Madueke will be given greater powers in the latest draft, which is likely to be a sticking point with many lawmakers who believe the executive arm of government is already too dominant.
“We’ve seen the powers given to the oil minister in the PIB and there is no way we’re going to allow our heritage to be handed over to any individual,” one member of the House of Representatives told Reuters, asking not to be named.
Relations between parliament and Jonathan’s administration have soured this year, as rows flared up over the budget and several parliamentary probes into oil corruption.
“We want this to pass, and it will, but not just the way the president and the oil minister want. No way,” the lawmaker said.
There is however always the possibility lawmakers could improve transparency in the bill, which analysts say falls far short of what was hoped.
Besides giving powers to the oil minister, Jonathan’s committee also added a clause that would allow the president to give oil licenses out at his own discretion, a backward step parliament is likely to reverse.
“This unfavourable sentiment towards the president and oil minister may actually be positive towards giving Nigeria a reasonably acceptable PIB,” Clement Nwankwo, director at the Policy and Legal Advocacy Centre in Abuja, said.
Nwankwo, who works closely with the national assembly, believes the PIB won’t pass for around 9 months.
Whatever the bill ends up looking like, passing it would at least end the uncertainty which has prevented Nigeria from holding an oil licensing round for five years.
It may also attract investment into natural gas, helping end chronic power shortages. That would provide the kind of legacy Jonathan indicated he wanted before winning last year’s vote.

Unknown gunmen opened fire in a crowded Deeper Life church near the Federal College of Education in Okene, Kogi state late last night killing 15 worshipers in the church. Several worshipers were critically wounded in the attack according to the local government chairman in the area.
Emergency workers said the casualty will likely increase in a few hours. Soldiers and police from the Joint Task Force in the state have cordoned off the area.
